Not if your route is 47k or higher. Not exactly. If you are 46k and lower , the carrier has the right to signing off for reduction and increase in evaluation only . But not territory transfer. I am pretty sure what I said is true for a route between 43k and 46k . I am not sure whether a route below 43k can refuse addition or not.
